Flaws: Parkhill see's things in a very linear sense. He has a good mind for everything that's going on, but he has a blind over confidence in himself and his dealings. This causes issue as he sometimes is outsmarted, but will not change his strategy, often leading towards self destruction.
History: Richard Parkhill was born on Osirus. His parents were both well to do lawyers of the 'Courts of Prosecution.' This sort of upbringing gave Richard a great many opportunities. But it also lead him to not have his parents around all the time do to their work. Though Richard was very good at making friends, and was a very well liked person. He also did very well in just about every subject in the very expensive school he went to. He scored above average in all categories, but was very gifted in 'Government Studies'. This was no surprise as both of his parents did well in that subject. Richard also had quite an interest in the military, and was constantly watching the plight of the Rim worlds which seemed to consume the political realm for the half a decade he'd been paying attention to it.
When he was 26 years old he decided that rather then pursue a career in law, that he would start a career in the military. Neither of his parents were against this much, and Parkhill went to the Alliance Officer's Academy on Aberdeen. Parkhill was rather successful as an officer, if a little over confident in his abilities. He wasn't exactly the number one pick of those in his class, but he was rather effective as a field commander. He was given command over a platoon upon his graduation, and was stationed on a base on Arberdeen. He was granted a promotion after being in service for a year to Lieutenant. However it wasn't long after this that the first shots of the War of Unification began, and Parkhill would see actual combat.
In July of the first year of the war, Parkhill was deployed with his men to the force that was to retake Verbena. Supposedly the Alliance force was to claim victory without a hitch, but it was quite the opposite. Parkhill was to advance his soldiers along with the rest of the division, but was less then successful. The withdrew back to Osirus after the humiliating defeat, and awaited for the new strategy to be formulated. The war went on slowly for Parkhill for a small time after that, but his division was present at the taking of 'New Melbourne'. Later that year however, the Alliance tried yet again to take the planet Verbena. Parkhill was eager to get revenge for the first attack that had failed. However the enemy he faced seemed to be able to strike back at him quicker then he could handle the situation. His plan of attack failed, and like many other divisions the Alliance fell back to Osirus for the second time.
Three hills was an equally depressing loss for Parkhill. He was successful in the smaller skirmishes he had been responsible for, but when it came to the large offenses, he was destroyed. Even though Parkhill lost half of his men in the fight, he was granted the Promotion to Captain. Later in 2508 Parkhill commanded his force on Greenleaf, where the alliance was very successful in pushing back the Browncoat offensive. This yielded yet another promotion for Parkhill as he was field promoted to Major for his 'excellent handling' of the defense of sector 42L.
Parkhill's time on the front lines however were soon to come to there end. Though to the higher up commanders it was believed Parkhill was a great commander, the lower officers knew better. Parkhill suffered from his pride and over confidence far too often in battle and it got his people killed. So with a great many complaints and requests, Parkhill was transferred out of his division. Parkhill had scored high in anti-subterfuge when he took his entrance exams in the academy. Because of this he was brought into a newly formed division with the Alliance Military called the 'Internal Security and Core Subterfuge Defense’ or ISCS. There directive was very simple, which was to stop the underhanded and unseen tactics which the Independents had been employing since the war began, such as sabotage and spying. It was a very different job then Parkhill had previously, but he liked this one much better. Parkhill had always hated being on the front lines, and the ISCS gave Parkhill quite a status. What was more is that he had gotten very lucky in picking up on the mistakes of the enemy. But parkhill didn't see it this way, his ego kept him thinking that his pure ability was what held him above his peers.
Near the end of the war, the ISCS was beginning a new campaign. Many Independents had the skills for when the war ended to cause great damage to the Alliance's efforts to maintain order. They would need a way to keep tabs on people without alerting attention of those they were watching. The 'Informant' program was set up in the last month of the war to persuade detained Independents to report on illegal activities on the Rim. Parkhill liked the concept, especially when he was placed in charge of a screening process for an 'informant' he would be in charge of monitoring. He filed through several dozen candidates, but he stumbled one that stuck out. Major Bishop Morse of the Independents was very forth coming on the activities he'd been involved in during the war. He was facing a rather heavy sentence due to some of them, which involved weapons transfer, weapons thievery, accessory to extreme internal damages, and others. Parkhill selected him, and when he presented this to Morse, though difficult to deal with for some of it, was more then willing to accept the offer.
From there Parkhill was designated 'Watchmen 3' and Bishop was designated 'Informant 3'. Though there were dozens involved in this, Parkhill's time in the I.S.C.S and on the field placed gave him one of the first picks. This gave both of them certain liberties others didn't have. Informant 3's identity was essentially deleted, and in many ways never specified, so only Parkhill was aware of who he was. This was a practice not many of them in the program were capable of, however Parkhill had enough access to things like this that it was simple enough. By the end of it there was really no connection between informant 3 and Bishop Morse. Parkhill did this specifically so that any information Morse handed over, only he would have access to which would keep all the benefits to himself. Morse was able to give Parkhill all sorts of information, which was very use full, and Parkhill was able to keep the alliance off of Morse's back so long as Bishop continued on with him.
Parkhill's duties with the Alliance have expanded a bit higher then just that with the ISCS. Parkhill is one of many officers in charge of maintaining order on the border and the rim. He is a higher up official regarding Sector 59B, which is monitoring several of the Border worlds, most notable is Beumonde. His parents during the war had a moment of fame for convicting several criminals and so their status has somewhat increased, which also applied to Parkhill. Parkhill chose the Alliance Cruiser IAV Dominion to be his home for some time. Though he is supposed to be an authority on the border worlds, he spends a lot of time attending high class functions in the Core. Within the last year Parkhill was promoted to Colonel for discovering and exposing an Alliance officer who was engaged in very illegal exploitation of his position. He still continues with a very steady progress while doing as little work as possible.

RP Sample: Parkhill smiled and clinked his glass with the man standing beside him. They wore their fine-dress uniforms and stood straight and proper. The room was filled with people who were unmistakably of the higher class. Lawyers, Wealthy Land Owners, Government Officials, Powerful Merchants, and all manner of money stood in the large hall. A 7 member ensemble played stringed instruments that were very easy on the ears which added another ambient tone to the large hall. It was a large dome, which seemed to be tinted gold and red. It was the 'High Judge Durseys' home and she had invited many people to attend a party at her large house on Osirus.
"Yes, Tyler, things really are progressing nicely with the new division staff." Parkhill said, commenting on Tyler remarking on how much better things were currently then a year ago.
"Well so long as people like you are keeping an eye on it I can't imagine it falling into the state it was back then. I still can't believe that John was supplying those filthy smugglers over Boros, with our own weapons for God's sake." Tyler said bringing up yet another event.
"Well I'm not surprised, Major Connaty was a dirt bag anyway. Besides, I'm glad he was doing that. Other wise it might have taken me another 5 months to make Colonel. Parkhill said. He really had never liked John. Supposedly they were all really good friends back during the war, but John took advantage of people all the time without concern for any one else. Really he thought it was for the better.
Tyler laughed at it. "Well lets drink to that then" Tyler said holding up his glass again. "To, Colonel Parkhill, without whom we'd all slip into corruption." Tyler said
Parkhill raised his glass as well and drank in unison with Tyler. Parkhill was in complete agreement with that statement, he just thought it should have come up a few years sooner.
